According to Xinhua News Agency, Iranian Foreign Minister Abbas Araghchi said on the 25th that Iran has conveyed a plan to the United States through Qatar for reopening the Strait of Hormuz, adding that if the U.S. takes the necessary actions, the strait could reopen within seven days and maritime shipping could return to normal.

Araghchi made the announcement at a press conference held at the United Nations headquarters in New York. He said the countdown would begin on the day the U.S. accepts the plan. The actions required of the U.S. side would take roughly four to five days to implement; therefore, from the sixth day after U.S. acceptance, the Strait of Hormuz could be reopened. On the seventh day, Iran and the U.S. could begin negotiations on a final agreement.
Araghchi said the actions required by the plan are not new conditions, but rather commitments the U.S. already made in the U.S.-Iran memorandum of understanding signed in June. If the U.S. genuinely wishes to reopen the Strait of Hormuz, it need only accept this plan, and the strait can reopen within seven days. "Now it is time for the United States to make its choice," he said.
Araghchi also stated that Iran does not accept coercion, threats, or intimidation, and will certainly not surrender its sovereignty under pressure.
On February 28, the United States and Israel launched military operations against Iran, and Iran retaliated by striking U.S. and Israeli military bases and other targets in the Middle East. The parties concerned reached a temporary ceasefire on April 8 (Beijing time). On June 18 (Beijing time), the United States and Iran announced the remote signing of a memorandum of understanding. However, military exchanges between the U.S. and Iran have not stopped since then, and navigation through the Strait of Hormuz remains obstructed.
